China regularly deploys industrial and science & technology (S&T) policies to “create winners” in key industries. Using original data, we demonstrate that China’s industrial and S&T policies have indeed succeeded in creating winners, but only in certain strategic emerging industries (SEI). We further show that China’s industrial and S&T policies have exerted both direct and indirect effect upon China’s industries. By providing with the first set of positive econometric evidence for China’s industrial and S&T policy, our study not only contributes to the growing interest in industrial and S&T policy but also identifies a new driver behind China’s economic miracle in the past four decades. Our study also yields critical policy implications for medium to large developing countries to craft their industrial and S&T policies.

肖志国，威斯康星大学麦迪逊分校统计学博士，复旦大学管理学院副教授，研究方向为理论与应用计量经济学，国际经济学，经济增长与产业政策等领域。主持和联合主持国家自然科学基金项目、国家自然科学基金中英合作项目等，在国内外顶级期刊上发表论文近20篇，代表性研究成果发表在Production and Operations Management, Journal of Multivariate Analysis, Economics Letters, JournalofAppliedStatistic, Open Economy Review, Mathematical Social Sciences 等期刊上。
