We study a preparedness planning problem of emergency supplies with stockpile-inventory and backup-capacity strategies under limited demand information. We formulate the problem as a distributionally robust model over mean-variance ambiguity set, and derive closed-form solution for the optimal emergency-supply strategy. It implies that it is optimal to employ a particular strategy (stockpile inventory, backup capacity, or the combined one) if the strategy cost is below some certain threshold and the coefficient-of-variation (CV) is no higher than the ratio of exceeding shortage cost over the strategy cost. Also, the combined inventory-capacity strategy is more cost effective than the pure inventory strategy, and the cost effectiveness becomes more pronounced as the demand variance increases. Furthermore, several sensitivity implications are identified, which are \textit{different} from that of the nominal strategy under an assumed demand distribution, and well justify the impact and rationale of the robustness encoded in the preparedness strategy. For instance, as the inventory cost increases, while the total preparedness level stays unchanged in the nominal strategy, it decreases first and then increases in the robust strategy.  Finally, we also extend the analysis by integrating the stockpile-inventory, backup-capacity, and standby-capability strategies, and derive closed-form solutions and sensitivity implications accordingly. The numerical experiments using real-life COVID-19 pandemic data demonstrate the effectiveness of the developed robust coordinated strategy.

王曙明,中国科学院大学经济与管理学院教授,主要从随机鲁棒优化、统计学习、模型不确定性研究及其在选址、物流与供应链管理、交通、健康医疗管理等领域的应用。研究成果分别发表于《管理科学学报》,《系统工程理论与实践》,《Production and Operations Management, INFORMS Journal on Computing, Transportation Science》,《Computers & Operations Research》等本领域权威杂志上。目前担任运筹学著名期刊《Computers & Operations Research》领域主编 (Area Editor), 决策科学旗舰期刊《Decision Sciences》副主编 (Associate Editor)。
