Title: From Hacking to Cyber Terrorism and Cyber War
Abstract: A general static game theoretical model and a general dynamic game theoretical model are proposed to study the optimal information systems (IS) security investment and then applied to compare the losses caused by cyber terrorists and common hackers. Simulations with varying levels of hackers’ preference, breach function sensitivity, and deterrence level are carried out to determine the sensitivity to the optimal IS security investment. Our results reveal that organizations need to invest more to protect their strategic information systems against the cyber terrorists who have long-term goals.
 
Presenter: Dr. Jian Hua is an associate professor in the Department of Management, Information Systems and Marketing, at the School of Business and Public Administration, the University of the District of Columbia. His research interests and expertise are information security and cyber internal control. As one of the top researchers in cyber terrorism and cyber warfare, he has been invited to attend many important meetings with many famous federal officials such as the Secretary of U.S. Department of Homeland Security, the former Director of Central Intelligence Agency (CIA), and the chairman of House Cyber security Task Force.
As the first author, Dr. Hua has won the Best Interdisciplinary Research Paper in 2009 Decision Science Institute Annual Conference, and the Best Application Research Paper in 2011 Decision Science Institute Annual Conference. Because of his outstanding research and teach capabilities, he was specially promoted to Associate Professor in August, 2010. Until today, he still is the youngest associate professor in the University of the District of Columbia.
He received his B.S. in Power Engineering from Southeast University (China) in 2000, his M.S. in Information Engineering from Morgan State University in 2003, and PhD in Business Administration from Morgan State University in 2009.

Title: Attaining value from IT-enabled business projects through Knowledge Alignment
 
Synopsis: Dr. Reich and her research team (PMPerspectives.org) have studied the effect of knowledge management and other factors on the success of IT enabled business projects for the past few years. In this talk, she will trace the origins of their theory about the impact of knowledge management on knowledge alignment and business value and discuss the latest findings from the survey done in 2010.
 
Presenter: Dr. Blaize Horner Reich, RBC Financial Professor of Technology and Innovation, Segal Graduate School, Beedie School of Business, Simon Fraser University, Vancouver, Canada. Dr. Reich worked for 15 years in Canada and Asia as an information technology (IT) practitioner and consultant. Her specialities were information management and IT governance. As a professor within Simon Fraser’s Beedie School of Business, Dr. Reich’s research focuses on IT Governance and IT project management. The goal of both programs is to help organizations understand how to successfully deploy information technology. Her research has been published in the leading journals, including MIS Quarterly, Information Systems Research, Journal of Management Information Systems, Journal of Strategic Information Systems, California Management Journal, International Journal of Project Management and the Project Management Journal. Dr. Reich’s research is supported by the Canadian government and she speaks regularly at academic and practitioner conferences.
