Han Chao, deputy director and doctoral supervisor, is a professor in the Industry Organization and Enterprise Organization research center of DUFE, which is the major social science research center of the education department. He also acts as the managing editor of Review of Industrial Economics and the youth editor of Modern Economic Science. He had published several articles in authoritative economy journals such as Management World, China Economic Quarterly, The Journal of World Economy, China Industrial Economics, Finance & Trade Economics, and Land Economics. He is in charge of the National Natural Science Foundation of China, the Social Science Research Project of the Education Department, the General Program of the China Postdoctoral Fund, the Special Program of the China Postdoctoral Fund, the Research Fund Program of the PKU-Lincoln Center, and 10 more other programs. He had won first prize in the “Social Science Achievements in Liaoning Province”, second prize in the education department’s 6th “Outstanding Science Research Achievements in First-class Schools”, and many other prizes for multiple times. He has been chosen as the first group of Youth Top Talents in the “Cultivating Talented People for the Prosper of Liaoning” program in Liaoning, the first group of “Youth Talents in Publicizing Thoughts and Culture”, and other talent programs.


Abstract:

Unbalanced and insufficient development is the main problem faced by China’s economic development. There is great importance in achieving aerial balanced development and China has already formed and improved this development strategy with Chinese characteristics. However, does this aerial balanced development strategy with Chinese characteristics achieve green development, and how? This article, using the Western Region Development as an example, studied whether the aerial balanced development strategy may cause pollution to reduce and the inner influential mechanism. The research found that the Western Region Development caused a significant reduction in pollution, and the result still held true after a series of robustness tests. After researching the relationship between aerial balanced policies and reducing pollution, he found that related supporting policies for aerial balanced development didn’t achieve green development by enhancing environmental rules or inner creativity, but by urging enterprises to improve their own technology efficiency through technology overfill. Further research indicates that different pollution-reducing methods are used by enterprises of different output levels, meaning enterprises with a higher output can reduce pollution by improving technology efficiency while those with a lower output may invest more in pollution cleaning. This article indicates that in order to achieve the coexistence between aerial balanced development and green transformation, we should consider more about how to use technology overfill to improve local self-innovation besides making good use of technology overfill, then finally promoting green, co-ordinational, and sustainable high-quality development.
